TUPULAGA TA’IALA: A Peer Leadership &
Positive Youth Development Program
At Intersections, we believe true change begins with young people who are empowered to lead. Tupulaga Ta’iala—meaning “youth guide” in Samoan—is a bold expression of that belief. The Tupulaga Ta’iala Peer Leadership and Positive Youth Development Program (TA’IALA) was created to cultivate confident high school students who speak out against risky behaviors and serve as positive role models in their schools and communities.
More than a prevention effort, TA’IALA is a leadership journey. Rooted in the voices of students who wanted to guide their peers toward healthier choices, the program equips youth to address real-life issues such as unhealthy relationships, substance use, bullying, media pressure, and violence—challenges that disproportionately affect underserved communities.
Under the guidance of school advisors and program staff, peer leaders are recommended by teachers and counselors based on their character, leadership potential, and positive influence. Working in small teams, they deliver interactive presentations to middle school students (Grades 6–8) through storytelling, drama, and group discussions. These presentations are held during the school day and credited as community service—offering peer leaders meaningful experience and a platform to lead with purpose.
The goal of TA’IALA is to build a network of resilient, purpose-driven youth who promote positive behaviors and strengthen community ties. It is a direct extension of Intersections’ mission to break cycles of poverty by restoring belief in a young person’s power to shape their future.
TA’IALA actively challenges the mindset of poverty by transforming how youth view themselves, their future, and their capacity to lead. Poverty is not only the absence of resources—it is often the lack of confidence. By developing agency, purpose, and a leadership identity grounded in service and cultural values, TA’IALA helps youth realize that their voice matters, their choices matter, and their future is worth fighting for.
That shift in mindset—from limitation to leadership—is where true transformation begins.
